| | A Note on Status of UIG & BSUP Sub- Missions of JnNURM Programme in Karnataka State
Jawaharlal Nehru National Urban Renewal Mission (JnNURM) was launched by the Government of India on December 3, 2005, to encourage cities to initiate steps to bring about improvement in the existing services levels in a financially sustainable manner. Two sub - missions viz., the Urban Infrastructure and Governance (UIG) and the Basic Services to the Urban Poor (BSUP) are comprised in the mission.
The primary objective of the JnNURM is to create economically productive, efficient, equitable and responsive cities. 65 cities have been identified by the Central Government under the Programme which includes Bangalore and Mysore from the state of Karnataka.
The prerequisite for assistance under the scheme is the preparation of City Development Plan (CDP), Detailed Project Report (DPR) and drawal of timelines for the implementation of urban sector reforms.
A State Level Steering Committee (SLSC) under the Chairmanship of the Chief Minister has been constituted to identify, prioritize and recommend the project proposals under JnNURM as per the guidelines.
A State Level Empowered Committee (SLEC) under the Chairmanship of Chief Secretary to Government is constituted in order to facilitate timely decisions on project approvals and achieve co-ordination of the various agencies and departments under JnNURM.
State Government has appointed Karnataka Urban Infrastructure Development & Finance Corporation (KUIDFC) as the State Level Nodal Agency (SLNA) under JnNURM to assist Urban Local Bodies (ULBs), place proposals to SLSC for approval, manage grants, release funds to ULBs, maintain revolving fund and monitor the physical & financial progress and reforms implementation as committed in the Memorandum of Agreement.
Funds under the scheme would be released by the Central Government to the Nodal Agency which in turn would release to the Implementing Agency in the form of loan, soft loan-cum-grant or grant.
As per the guidelines, at least 25% (for UIG) & 10% ( for BSUP) of the funds released are to be recovered and ploughed into a Revolving Fund by the nodal agency for financing of further infrastructure projects and the fund may be upgraded to a state level infrastructure fund.
City Development Plan (CDP) for Bangalore and Mysore cities have been prepared and approved by the Government of India during October and November 2006 respectively and MoAs signed during December 2006. The estimated capital investments for Bengaluru as per the CDP are Rs.22, 536 crore with GoI share of Rs.8788 crore. The CDP for Mysore indicates projects with an estimated capital investment worth Rs.1969 crore with GoI share of Rs.1574 crore.
66 Projects with an investment of Rs.4254.46 crore have been approved so far against which the GoI has released Rs.753.28 crore and the State has contributed its share of Rs. 269.06 crore. Against the total releases of Rs.1022.34 crore, an amount of Rs.1381.88 crore has already been spent (including ULB/IA share). 48.10% of approved investment is for Water, Sewerage & Drainage Sector, 0.70% for Solid Waste Management, 32.80% for Roads and Road related Infrastructure, 0.90% for Heritage & Tourism and 17.60 % for provision of Basic Services to Urban Poor. For the urban poor, 28,118 dwelling units will be built in 152 slums which would benefit about 1, 40, 590 people.
18 DPRs for an estimated investment of Rs.1921.53 crore are pending approval of the GoI requiring an ACA of Rs.988.45 crore. Further 23 DPRs are under various stages of preparation with an estimated cost of Rs.3780.22 crore.
JNNURM also mandates implementation of Reforms for which the State has signed a MoA with GoI. The State has taken necessary steps to implement reforms. Out of 23 reforms, 13 have already been implemented and 10 are under implementation. Timelines have been drawn for various milestones for implementation of these reforms. |
